In July, 1998 the City of Richmond adopted a telecommunications ordinance governing the deployment of technology in the city. The ordinance requires prospective telecommunications providers who wish to use the city's right of ways to register and provide information on any proposed construction and the provision of services. Providers who anticipate such activities may obtain the registration forms and a copy of the Richmond Telecommunications Ordinance by using the links below. Upon review, providers may be subject to permitting, utility user's tax, and franchise fees.
